
Notice of the Beijing Municipal Science & Technology Commission and the Administrative Committee of Zhongguancun Science Park on Launching the Recognition of the Eighth Batch of Beijing Foreign-funded R&D Centers
In order to implement the relevant provisions of the "Regulations of Beijing Municipality on Supporting the Establishment and Development of Foreign-funded R&D Centers" (Jing Zheng Ban Fa [2022] No. 11) and "Several Measures of Beijing Municipality on Further Supporting the Development of Foreign-funded R&D Centers" (Jing Zheng Ban Fa [2023] No. 19), support the high-quality development of foreign-funded R&D centers in the city, and contribute to the construction of Beijing as an international scientific and technological innovation center, the application for the recognition of the eighth batch of Beijing Foreign-funded R&D Centers is now open on the Beijing Government Service Website.

Acceptance Conditions
I. Applicants for the two types of foreign-funded R&D centers must meet the following respective conditions:
(1) R&D Innovation Centers shall meet the following criteria:
Have a clearly defined R&D field, R&D plans, and specific R&D projects, as well as fixed research premises, necessary equipment and other research conditions, and ongoing R&D activities.
Be authorized by the parent company to undertake global R&D projects or R&D projects in Beijing, China, Asia, or other regions.
R&D Innovation Centers and foreign-funded R&D headquarters recognized by the Municipal Commerce Bureau may achieve mutual recognition in accordance with relevant regulations.
(2) Open Innovation Platforms shall meet the following criteria:
Have a clear development plan and expected outcomes.
Possess R&D premises with a construction area of no less than 1,000 square meters.
Have no fewer than 10 signed and settled R&D innovation projects.
Be equipped with necessary collaborative innovation facilities and guidance from international experts, and possess international resources such as technology and talent.
