Convenience! Integration of Work Permits and Social Security Cards for Foreigners Starting from December

Recently, the Ministry of Human Resources and Social Security issued the "Notice on the Integration of Work Permits and Social Security Cards for Foreigners." It has been decided that, starting from December 1, 2024, the work permits and social security cards for foreigners will be integrated. By embedding the work permit information of foreigners into the social security card, both physical and electronic social security cards will be leveraged to provide convenience for foreigners working and living in China.

Streamlined Procedures

Handling Work Permits

Applications for work permits, including extensions, modifications, and cancellations, will be processed entirely online through the Foreigner Work Management Service System. After entering China, foreigners will no longer need to obtain a physical work permit. Those who have already obtained a physical work permit will follow the "no change, no replacement" principle. The new integrated card procedure will apply when extending or modifying existing work permits.

Applying for Work Visas

Foreigners can apply for a Z-type work visa to enter China using the "Work Permit Notice for Foreigners."

Obtaining an Electronic Social Security Card

After entering China, foreigners can download the electronic social security card app on their mobile phones. They can register and log in using their name, work permit number, or social security number. After passing real-name and identity verification, they will receive an electronic social security card embedded with their work permit information.

After applying for a physical social security card, foreigners will have access to standard services through the electronic social security card.

Applying for Residence Permits

After entering China with a Z-type visa, foreigners can use the "Work Permit Notice for Foreigners" or the electronic social security card with work permit information to apply for the relevant residence permit at the local public security entry-exit department. The authorities can verify the information directly through the information system or by checking the electronic social security card or scanning the work permit QR code to obtain the foreigner’s work permit information.

Convenience Services

Participating in Social Insurance

The employing unit or the foreigner themselves can use the "Work Permit Notice for Foreigners" or the electronic social security card to register for social insurance through the online social security service platform or at the social security agency.

The social security agency should verify the foreigner’s work permit information through the work management system, assign a social security number to those who meet the conditions, and the social security card management department should issue a physical social security card.

Work Permit-Related Services

Leveraging the electronic social security card, services such as querying and downloading work permit information, QR code verification, and relevant notifications will be provided.

Enjoying "All-in-One Card" Services

Local human resources and social security departments will provide services such as business information queries and benefit disbursements through physical and electronic social security cards. Regions with the capacity may expand these services to include more "all-in-one card" functionalities.
