Shunyi District Launches the Selection of Digital Service Providers for the SME Digital Transformation Pilot City Initiative

In accordance with the requirements outlined in the Notice of the General Office of the Ministry of Finance and the General Office of the Ministry of Industry and Information Technology on Conducting the 2024 Pilot City Initiative for Digital Transformation of Small and Medium Enterprises (Cai Ban Jian [2024] No. 23) and other relevant documents, the Shunyi District Economy and Information Technology Bureau (hereinafter referred to as the "District EIT Bureau") is organizing the selection of a group of digital service providers to meet the digital transformation needs of small and medium enterprises (SMEs) in three specific sectors: new energy intelligent connected vehicles, aerospace, and third-generation semiconductors. The relevant details are hereby announced as follows:


01 Scope of Application

The initiative targets SMEs in the fields of new energy intelligent connected vehicles, aerospace, and third-generation semiconductors that are willing to pursue digital transformation.


02 Types of Service Providers to Be Selected

(1) Comprehensive Service Providers:

Those with strong capabilities in resource integration, system integration, and ecological collaboration, providing comprehensive digital transformation solutions for SMEs in need.


(2) Industry-Specific Service Providers:

Those with deep industry expertise and well-rounded service capabilities in one of the following sectors: new energy intelligent connected vehicles, aerospace, or third-generation semiconductors, offering specialized digital transformation solutions for SMEs.


(3) Scenario-Specific Service Providers:

Those with strong product and service capabilities in specific digital application units or scenarios, such as R&D design, production manufacturing, operational management, or maintenance services, providing tailored digital product solutions for SMEs.


(4) Diagnostic Service Providers:

Those with strong comprehensive service capabilities in consulting, planning, diagnostic assessment, and technical standards, possessing industry-specific knowledge bases and expert pools. They should be able to provide digital transformation consulting and diagnostic services tailored to the characteristics and development needs of specific industries.


03 Selection Criteria

(1) Basic Conditions:


The applicant must be registered in the People’s Republic of China, have a fixed office in Beijing, and possess a professional service team capable of carrying out digital transformation services in Shunyi District, with the ability to provide high-quality services consistently and stably.


The applicant must have sound operational, financial, and credit records, with no major safety or quality incidents in the past three years, and must not be included in the list of失信被执行人 (discredited entities).


The applicant must possess core digital products or solutions and have experience in project implementation.


Digital service products must offer benefits, including but not limited to discounted service prices, public training, and consulting services.


(2) Specialized Conditions:

An applicant may only apply for one type of service provider. Different types of service providers must meet the following specialized conditions:


Comprehensive Service Providers: Must have a platform empowerment foundation and integrated service capabilities, with at least three successful cases of comprehensive digital transformation services for enterprises, and no fewer than five digital service products.


Industry-Specific Service Providers: Must focus on one of the following industries: new energy intelligent connected vehicles, aerospace, or third-generation semiconductors, with at least one successful case of digital transformation services in the applied industry, and no fewer than three digital service products tailored to the industry.


Scenario-Specific Service Providers: Must possess at least one digital service product, with successful cases of service implementation for each product.


Diagnostic Service Providers: Must have experience in digital diagnostics for SMEs and smart factory assessments, with the ability to accurately understand and apply the latest standards, such as the Evaluation Indicators for Digitalization Level of Small and Medium Enterprises.


04 Selection Process

(1) Application Submission:

Applications must be submitted online. Applicants should prepare materials according to the Application Form for Digital Service Providers of the Shunyi District SME Digital Transformation Pilot City (see attachment) and complete registration and submission through the "Shunyi District Small and Medium Enterprise Public Service Platform" (http://cxcy.bjshy.com.cn) by 18:00 on October 25, 2024.


(2) Comprehensive Review:

The District EIT Bureau will conduct a fair and impartial comprehensive review.


(3) Public Announcement and Confirmation:

Shortlisted service providers will be publicly announced. After the announcement period, those with no objections will be included in the Shunyi District SME Digital Transformation Pilot City Digital Service Provider Directory.


(4) Dynamic Management:

The Digital Service Provider Directory will be dynamically managed. The District EIT Bureau will periodically adjust the directory based on service performance, product demand, and application effectiveness.
