Notice on Soliciting Enterprises for the 2025 Shunyi District SME Digital Transformation Pilot City Transformation Program

To Relevant Units:

In accordance with the requirements of the "Notice of the General Office of the Ministry of Finance and the General Office of the Ministry of Industry and Information Technology on Carrying Out the 2024 SME Digital Transformation City Pilot Work" (Cai Ban Jian [2024] No. 23) and other documents, the Shunyi District Economy and Information Technology Bureau (hereinafter referred to as the "District EIT Bureau") is organizing the solicitation of enterprises for the 2025 Shunyi District SME Digital Transformation Pilot City Transformation Program (hereinafter referred to as the "Enterprises to be Transformed"). The relevant work is hereby notified as follows:

I. Scope of Solicitation

Targeting small and medium-sized enterprises (SMEs) in related fields of new energy intelligent connected vehicles, aerospace, and third-generation semiconductors that are willing to carry out digital transformation.

II. Application Conditions

The applicant must have completed registration, tax registration, and statistical registration in Shunyi District in accordance with the law, possess independent legal personality, and comply with the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (Gong Xin Bu Lian Qi Ye [2011] No. 300).

The applicant must not have experienced any major safety, quality, or environmental pollution incidents in the past three years and must not be included in the list of dishonest persons subject to enforcement.

Priority will be given to enterprises that have been recognized as national "Little Giant" enterprises, Beijing Municipal "Specialized, Refined, Unique, and New" SMEs, or Beijing Municipal Innovative SMEs.

Enterprises that have already received support from the central government's special funds for the development of SMEs (key "Little Giant" enterprises) and SMEs that have been included in the transformation pilot list of the "Notice of the General Office of the Ministry of Industry and Information Technology and the General Office of the Ministry of Finance on Carrying out Financial Support for SME Digital Transformation Pilot Work" (Gong Xin Ting Lian Qi Ye [2022] No. 22) are not eligible to apply.

The applicant must commit to actively cooperating with the District EIT Bureau in carrying out the SME digital transformation pilot city work.

III. Policy Support

Selected enterprises to be transformed may apply for the "Support for SMEs' 'Diagnosis-Transformation Integration' Digital Transformation" funding subsidy under the "Measures for the Management of Special Funds for the Shunyi District SME Digital Transformation City Pilot" (Shun Jing Xin Zi [2025] No. 26).

Selected enterprises to be transformed may participate in digital talent, technology, and application training, as well as customized corporate internal training organized by the District EIT Bureau.

Selected enterprises to be transformed may participate in promotional activities, case sharing, experience exchange, site visits, and other events organized by the District EIT Bureau.

IV. Application Method

Organization of Application. Online application will be adopted. Applicants shall prepare materials according to the Application Form for Enterprises to be Transformed in the Shunyi District SME Digital Transformation Pilot City (see attachment) and application material requirements, log in to the "Beijing Shunyi District SME Public Service Platform" (http://cxcy.bjshy.com.cn), and complete registration and application. Enterprises that applied in 2024 need not reapply.

Enterprises to be transformed that complete registration and application before April 30, 2025, may, upon selection, apply for the "Support for SMEs' 'Diagnosis-Transformation Integration' Digital Transformation" funding subsidy under the 2025 Shunyi District SME Digital Transformation Pilot City Special Funds.

Comprehensive Evaluation. The District EIT Bureau will organize a comprehensive evaluation in accordance with the principles of "fairness and impartiality, selecting the best among the excellent, and total quantity control." The District EIT Bureau will adjust the list of enterprises to be transformed in a timely manner based on the progress of their digital transformation.

V. Application Materials

Business license of the enterprise.

Basic information form of the legal entity submitted to the statistical department (industry code must be specified) or a description of the industry to which it belongs.

The most recent tax payment certificate.

The most recent social security payment record.

Audit reports for 2023 and 2024 (including notes and audited accounting statements). Enterprises applying before June 30, 2025, may provide the 2024 financial statements.

Proof of the enterprise's self-owned intellectual property.

Other relevant documents and information that need to be explained.
