Notice on Issuing the Implementation Guidelines (First Batch) for the 2025 Beijing High-End, Precision, and Advanced Industry Development Project Funds and the Funds for Supporting the Development of Small and Medium-Sized Enterprises

In accordance with the spirit of the Central Economic Work Conference and the Sixth Plenary Session of the 13th Municipal Party Committee, adhering to the work requirements of "seeking progress while maintaining stability, promoting stability through progress, upholding fundamental principles while breaking new ground, establishing new systems before abolishing old ones, and ensuring systematic integration and coordinated efforts," to promote high-quality industrial development, drive steady economic growth, and foster new drivers and advantages for development, and pursuant to documents such as the "Beijing Municipal Funds Management Measures for High精尖 Industrial Development Projects" and the "Beijing Municipal Funds Management Measures for Supporting Small and Medium-sized Enterprise Development," the Implementation Guidelines for the 2025 Beijing Municipal High精尖 Industrial Development Project Funds and Support for Small and Medium-sized Enterprise Development Funds (First Batch) (hereinafter referred to as the "Implementation Guidelines") are hereby issued.


I. Key Support Directions

(I) Supporting Enterprises in Structural Adjustment and Capacity Building, Promoting Steady Economic Growth


Direction 1: Enterprise Cultivation Rewards. Focus on supporting enterprises to improve quality and strengthen capabilities. Reward advanced manufacturing enterprises in key fields whose main business income首次 reached 20 million RMB or above in 2024, with a reward not exceeding 300,000 RMB; reward newly built and operational (commenced production) advanced manufacturing enterprises in key fields whose main business income首次 reaches 20 million RMB or above in 2025, with a reward not exceeding 500,000 RMB; reward information and software industry enterprises in key fields whose operating income首次 increased from below 20 million RMB to 100 million RMB or above in 2024, with a reward not exceeding 500,000 RMB (see Attachment 1 for details).


Direction 2: M&A Loan Interest Subsidies. Focus on supporting enterprises to carry out mergers and acquisitions (M&A) and restructuring in high精尖 industries and future industries, enhancing technological innovation capabilities and market competitiveness. Provide ex-post interest subsidies on a yearly basis for interest paid on M&A loans for enterprises with M&A investments of 100 million RMB or more. The subsidy rate shall not exceed the同期中国人民银行公布的同期贷款市场报价利率(LPR)for medium-to-long term loans. The subsidy period shall not exceed 3 years. The annual subsidy amount for a single M&A project shall not exceed 50 million RMB (see Attachment 2 for details).


Direction 3: Strategic Project Loan Interest Subsidies. Focus on supporting enterprises utilizing bank loans for the layout and construction of strategic projects with strong industrial demonstration and leadership roles. Provide ex-post interest subsidies on a yearly basis based on interest paid during the project construction period for strategic projects in complete vehicle manufacturing and electronic information with total investment of 5 billion RMB or more, and for pilot verification (中试) projects and strategic projects in医药健康, intelligent manufacturing and equipment, key automotive components, urban intelligence and digitalization, and other fields with total investment of 1 billion RMB or more. The subsidy rate shall not exceed the同期中国人民银行公布的同期贷款市场报价利率(LPR)for medium-to-long term loans. The subsidy period shall not exceed 3 years. The annual subsidy amount for a single project shall not exceed 50 million RMB (see Attachment 3 for details).


Direction 4: SME Service System Performance Evaluation Rewards. Promote the upgrade of SME industrial service capabilities, focusing on supporting SME public service demonstration platforms, small and micro-enterprise entrepreneurship and innovation demonstration bases, and future industry incubation bases to provide quality industrial services for SMEs. Provide performance-based funding rewards to those with good service performance evaluation results in 2024, selected on a competitive basis, with each reward not exceeding 500,000 RMB. Those failing the performance evaluation, including those not participating, not meeting basic threshold conditions in the evaluation standards, or scoring less than 80 points, will have their awarded titles of "Demonstration Platform," "Demonstration Base," or "Future Industry Incubation Base" revoked (see Attachments 4 and 5; the application guidelines for Future Industry Incubation Bases will be notified separately).


Direction 5: SME Innovation and Entrepreneurship Rewards. Through the "Chuangke Beijing 2025" SME Innovation and Entrepreneurship Competition, focus on discovering and cultivating a batch of outstanding innovation projects and teams around developing new quality productive forces. Provide funding rewards to winning projects. Specifically, reward 1 million RMB for the特等奖 (Grand Prize) in the Enterprise Group and 500,000 RMB for the特等奖 (Grand Prize) in the Maker Group. Reward standards for other awards will be published separately.


Direction 6: Beijing "Specialized, Refined, Unique, and New" (专精特新) Special Board Equity Financing Rewards. Focus on supporting专精特新梯队 enterprises (Innovative SMEs,专精特新 SMEs, National专精特新 "Little Giant" enterprises) to broaden direct financing channels through the Beijing "专精特新" Special Board. Reward enterprises listed on the board at the time of application based on the amount of private equity financing achieved (limited to private equity investment and financing activities where qualified institutional investors are the investment主体), with a reward not exceeding 300,000 RMB (see Attachment 6 for details).


(II) Enhancing Industrial Technology Innovation Capability, Cultivating Characteristic and Advantageous Industrial Clusters


Direction 7: "Win the Future" (创赢未来) Project Rewards. Focus on selecting, through market-oriented public roadshows, early-stage innovation and entrepreneurship projects in future industries undertaken by enterprises, such as tackling key technologies for new products, verification, and typical scenario construction. Provide rewards not exceeding 1 million RMB (see Attachment 7 for details).


Direction 8: First-run Wafer Tape-Out Rewards for IC Design Products. Focus on supporting integrated circuit design enterprises to carry out Multi-Project Wafer (MPW) or first-run tape-out (full mask) for engineering products. Reward eligible enterprises according to a certain proportion of the tape-out costs, with the reward amount for a single enterprise not exceeding 30 million RMB (see Attachment 8 for details).


Direction 9: Pharmaceutical Innovation Variety Industrial Scale-up Rewards. Focus on supporting the large-scale application of major innovative drugs and devices, high-end generic drugs, and introduced drug and device varieties. Reward Category 1/2 drugs with strong innovation and annual sales (excl. tax) not less than 50 million RMB, based on tiered sales brackets; reward medical devices that have passed national and municipal innovative device special/priority review procedures or undertaken national tasks such as MIIT's揭榜挂帅, with annual sales (excl. tax) not less than 10 million RMB, based on tiered sales brackets; reward drugs that are among the first three domestically to pass generic drug quality and efficacy consistency evaluations or drug/device varieties introduced from abroad, with annual sales (excl. tax) not less than 100 million RMB, based on tiered sales brackets. Enterprises can apply for multiple varieties simultaneously. The reward for a single variety shall not exceed 10 million RMB, and the total reward for a single enterprise shall not exceed 30 million RMB (see Attachment 9 for details).


Direction 10: Robot Innovation Product First-Trial First-Use Rewards. Focus on rewarding robot innovation products that meet the application needs of the ten major scenarios outlined in the "14th Five-Year Plan for Robot Industry Development" and the "Robot+ Application Action Implementation Plan," align with the "1+4" system in the "Beijing Municipal Robot Industry Innovation Development Action Plan (2023-2025)," and achieve first-trial first-use in domestic typical scenarios during the engineering prototype stage. The reward for a single product shall not exceed the preparation cost, capped at 500,000 RMB. The total reward for a single enterprise shall not exceed 2 million RMB. Priority will be given to recommending innovative products that have achieved commercial定型 for inclusion in the municipal catalog for the promotion and application of major technical equipment's first set (首台套) (see Attachment 10 for details).


Direction 11: Commercial Aerospace Insurance Subsidies. Focus on supporting satellite and rocket launches and in-orbit operations. Provide insurance subsidies to eligible commercial aerospace insurance-taking enterprises, up to 50% of the relevant premiums. The subsidy amount for a single launch (satellite) product shall not exceed 5 million RMB, and the total subsidy for a single enterprise shall not exceed 10 million RMB (see Attachment 11 for details).


Direction 12: Key New Materials First-Batch Application Demonstration Rewards. Focus on supporting the first-batch demonstration application of new material products such as advanced basic materials, key strategic materials, and cutting-edge new materials. Reward new material products listed in the "Beijing Municipal Key New Materials First-Batch Application Demonstration Guidance Catalog (2024 Edition)" based on a certain percentage of sales value in tiers. The reward for a single product shall not exceed 5 million RMB, and the total reward for a single enterprise shall not exceed 10 million RMB (see Attachment 12 for details).


Direction 13: Industry Benchmark Demonstration First-Solution Rewards. Focus on supporting enterprises to jointly develop信创 (信息技术应用创新) solutions with key industry users in manufacturing, finance, energy, transportation, healthcare, education, security, etc. Reward high-quality solutions that首次 address the needs of typical application scenarios in key industries and are successfully implemented, based on up to 10% of the actual procurement amount of the non-hardware信创 parts within the solution. The reward for a single enterprise shall not exceed 30 million RMB (see Attachment 13 for details).


Direction 14: Key Shared Open Source Project Rewards. Focus on supporting open-source organizations to establish themselves and implement shared open-source projects. Provide tiered rewards to eligible shared open-source projects: 2 million RMB for infrastructure-type projects and 1 million RMB for open-source community-type projects (see Attachment 14 for details).


Direction 15: Data Factor Market Demonstration Rewards. Focus on supporting the "first registration," "first transaction," and "first entry into the balance sheet" of data要素, promoting the construction of high-quality datasets and the realization of asset value. Reward enterprises that首次 conduct data asset registration in legally established data trading institutions and obtain corresponding certificates, based on 30% of the registration fees for the first batch of data asset registration certificates obtained, with an annual reward per enterprise not exceeding 100,000 RMB; reward those who complete the signing or filing of the first data product transaction contract in legally established data trading institutions, based on 4% of the data transaction value, with a reward per enterprise not exceeding 2 million RMB; reward enterprises that首次 achieve data resources entering the corporate financial statements as assets, with an entry value greater than 5 million RMB, based on 10% of the entry value, with a reward per enterprise not exceeding 1 million RMB. A single enterprise符合 multiple support directions can apply simultaneously (see Attachment 15 for details).


(III) Promoting Industrial Digital and Green Transformation, Improving Investment Quality and Efficiency

Direction 16: "New Smart Manufacturing 100" (新智造100) Project Rewards. Focus on supporting the construction of world-class and national-level benchmark smart factories. Reward manufacturing enterprises that have completed and put into operation projects with a construction period not exceeding 3 years, fixed asset investment of no less than 5 million RMB, and newly recognized as National Intelligent Manufacturing Benchmarks, National Intelligent Manufacturing Demonstration Factories,卓越级智能工厂,领航级智能工厂, or World Economic Forum "Lighthouse Factories." The reward is based on up to 30% of the total investment of the intelligent/digital projects undertaken to meet the relevant standards included in the reward scope. The reward for a single project shall not exceed 30 million RMB (see Attachment 16 for details).


Direction 17: Green and Low-Carbon Development Project Rewards. Focus on supporting industrial enterprises and data centers in meeting green and low-carbon transformation standards, and supporting key industries in upgrading their environmental performance ratings for heavy air pollution emergencies. Reward green and low-carbon projects related to energy saving and carbon reduction, water saving, pollution reduction, clean production, and basic capacity enhancement for industrial enterprises and data centers that meet corresponding performance and standard requirements, as well as environmental performance rating upgrade projects for key industries during heavy pollution weather, provided the projects are completed, operational, have a construction period not exceeding 3 years, and meet the required investment thresholds. The reward is based on a certain percentage of the total project investment included in the reward scope. Specifically, reward up to 30% of the eligible investment for projects where the implementation or service主体 achieves national or municipal-level green factory, green supply chain management enterprise (including subsidiaries), or national green data center standards, or achieves a grade B or above (including performance leader) in heavy air pollution emergency performance ratings; reward up to 25% of the eligible investment for other projects, with a minimum reward of 100,000 RMB for environmental performance upgrade projects related to heavy pollution weather where the calculated reward is below 100,000 RMB. Additionally, for energy-saving projects, the reward standard based on verified energy savings shall not exceed 1200 RMB/ton of standard coal. The reward for a single project shall not exceed 30 million RMB (see Attachment 17 for details).


Direction 18: Old Factory Building Renewal and Utilization Rewards. Implement urban renewal work requirements per the "Beijing Urban Renewal Regulations" and "Beijing Old Factory Building Renewal Guidelines," focusing on supporting enterprises to effectively revitalize存量空间 through the renewal of old factory buildings for the layout and construction of industrial projects such as advanced manufacturing and software information services. Reward projects that are completed, comply with Beijing's old factory building renewal project management requirements, have a construction period not exceeding 3 years, fixed asset investment of no less than 5 million RMB, and meet the support conditions. The reward is based on up to 10% of the total project investment included in the reward scope. The reward for a single project shall not exceed 10 million RMB (see Attachment 18 for details).


II. Application Time and Process

The application deadlines for each direction in this batch are as shown in the tables below (deadline 17:30 on the day):




Eligible applicants can log in to the "Beijing Tong Qi Fu Ban App - Integrated Application Platform - Notice from the Beijing Municipal Economy and Information Technology Bureau and Beijing Municipal Finance Bureau on Issuing the 2025 Implementation Guidelines for Beijing Municipal High精尖 Industrial Development Project Funds and Support for SME Development Funds (First Batch) - Apply Now", or the "Beijing SME Public Service Platform (www.smebj.cn) - Integrated Application Platform - Notice from the Beijing Municipal Economy and Information Technology Bureau and Beijing Municipal Finance Bureau on Issuing the 2025 Implementation Guidelines for Beijing Municipal High精尖 Industrial Development Project Funds and Support for SME Development Funds (First Batch) - Apply Now", or log in to the "Policy Fulfillment" channel of the Beijing Municipal People's Government Portal website , select the corresponding project to apply for, and submit the application according to the填报指引 (filling guide) for relevant enterprise information and corresponding materials (see Attachment 19 for details). Applicants for Direction 4 must submit the hard copy of the relevant evaluation materials (in duplicate) to the Beijing SME Public Service Platform.


For projects applying for Directions 3, 16, 17, and 18, please first fill in the application through the "High精尖 Industrial Project Database" (Enterprises can access the database via the Beijing Municipal Economy and Information Technology Bureau website under "Government Services" - "Service Entrance", see Attachment 20 for details).


Enterprises applying for Directions 1, 3, 8, 9, 11, 12, 14, 16, 17, and 18 must be recommended by the district-level economy and information technology competent department where they are located. District economy and information technology departments should coordinate with district finance bureaus to provide application guidance and duplicate application checks.


III. Application Conditions and Requirements

Applicants must be registered in Beijing and have no record of违法失信行为 subject to joint惩戒 by administrative agencies or judicial departments in the past 3 years.


Project content already supported by other municipal-level financial funds will原则上 not receive duplicate support from the High精尖 Project Funds or SME Funds.原则上, a single unit can only receive support from one direction of the 2025 High精尖 Project Funds; exceptions may be made for projects implementing major national strategic deployments and key Beijing tasks, which may receive multiple forms of support. Projects requiring support methods or standards outside those specified in the relevant special fund management measures for High精尖 Project Funds or SME Funds must be submitted to the municipal government for approval before execution.


Applicants for Directions 3 and 5 must meet the SME size standards, have sound financial management systems and standardized internal management, and have no records of illegal activities related to production, product quality, environmental pollution, or tax payment.


Applicants voluntarily fill out relevant materials as required,承诺相关事项, and are responsible for the authenticity and accuracy of the project and provided materials per the "Beijing Municipal Funds Management Measures for High精尖 Industrial Development Projects" and the "Beijing Municipal Funds Management Measures for Supporting Small and Medium-sized Enterprise Development." They must comply with relevant commitments and actively cooperate with the Municipal Economy and Information Technology Bureau, the Municipal Finance Bureau, and other relevant departments in supervision inspections, performance evaluations, and audits. Project units with performance obligations or other management requirements must implement the project as agreed and complete tasks and performance targets. The Municipal Economy and Information Technology Bureau has the right to reclaim funds from units that do not cooperate with supervision, inspection, performance evaluation, etc.


Applicants may open a digital RMB account to receive fund disbursements; upon receiving funds, they must use them according to relevant laws, regulations, and institutional provisions, implementing separate account management; if the fund usage is specified, they must use the funds accordingly. Illegal activities such as false reporting, fraud, misappropriation, or bribery in the application or use of funds will be handled according to relevant laws and regulations such as the "Regulations on Penalties for Financial Violations"; if suspected of犯罪, the case will be transferred to judicial authorities. The Municipal Economy and Information Technology Bureau will incorporate the失信信息 of applicants into the Beijing Public Credit Information Service Platform and implement credit惩戒 according to laws and regulations.
