Up to 30 Million Yuan! Applications for the Third Batch of These Two Funds Are Now Open

To implement the spirit of the Central Economic Work Conference and the Sixth Plenary Session of the 13th Municipal Committee of the Communist Party of China, and adhere to the work requirements of "seeking progress while maintaining stability, promoting stability through progress, upholding fundamental principles while breaking new ground, establishing new systems before abolishing old ones, and ensuring systematic integration and collaborative coordination," the Beijing Municipal Bureau of Economy and Information Technology and the Beijing Municipal Finance Bureau hereby issue the Implementation Guidelines for the 2025 Beijing High精尖Industrial Development Project Funds and the Funds for Supporting Small and Medium Enterprises Development (Third Batch) (hereinafter referred to as the "Implementation Guidelines"), in accordance with the "Measures for the Management of Beijing High精尖Industrial Development Project Funds" and the "Measures for the Management of Beijing Funds for Supporting Small and Medium Enterprises Development," among other documents.

I. Key Support Areas

Area 1: Rewards for First Solutions in Industry Models by Information Software Enterprises

Deepen Beijing’s general artificial intelligence industry innovation partnership mechanism, with a focus on supporting information software enterprises and large-scale model manufacturers in forming partnerships with users in manufacturing, finance, energy, transportation, security, education, healthcare, and other industries. The goal is to collaborate on creating benchmark demonstration cases for the implementation of industry models. High-quality solutions that address the needs of typical application scenarios in key industries for the first time and are successfully implemented will receive a reward of up to 10% of the actual procurement amount of non-hardware components in the solution. The maximum reward for a single enterprise shall not exceed 30 million yuan (for details, see Attachment 1).

Area 2: Rewards for Software Intelligence Enhancement

Focus on supporting information software enterprises in improving software development efficiency through computing power construction, large-scale model deployment, data governance, and other methods. Additionally, support intelligent technological upgrades for basic software, industrial software, transaction processing software, and new security software to enhance intelligent development capabilities and software intelligence levels. Rewards will be tiered based on the intelligent maturity level achieved by the intelligent software product, at rates of up to 10%, 15%, or 20% of the total project investment. The maximum support amount for a single project shall not exceed 30 million yuan (for details, see Attachment 2).

Area 3: Computing Voucher Subsidies

Focus on supporting innovation entities in renting computing power for model training and application, promoting the construction of MaaS platforms, and the research, development, and application of intelligent agents. Eligible new research and development institutions, as well as enterprises in the information software industry, manufacturing, and technology services, will receive post-subsidies for the cost of leasing non-affiliated intelligent computing resources. The subsidy amount shall not exceed 20% of the actual intelligent computing expenses. The maximum subsidy for a single enterprise shall not exceed 30 million yuan (for details, see Attachment 3).

II. Application Time and Process

The deadline for applications for all areas in this batch is 18:00 on September 8.

Eligible applicants may, from the date of the release of these Implementation Guidelines until the application deadline, access the "Policy Redemption" channel on the Beijing Municipal People’s Government portal website

and select the corresponding project for application according to the filling guidelines.

III. Application Conditions and Requirements

Applicants must be registered in Beijing and have not been subject to joint disciplinary actions by administrative agencies or judicial departments for illegal or dishonest behavior in the past three years.

For project content that has already received support from other municipal fiscal funds, the High精尖Project Funds will generally not provide duplicate support. In principle, a single unit may only receive support for one area under the 2025 High精尖Project Funds. However, projects implementing major national strategic deployments and key tasks of Beijing may receive support through multiple means. For projects requiring support methods or standards outside those specified in the High精尖Project Funds management measures, approval from the municipal government must be obtained before execution.

Applicants must voluntarily complete relevant materials, commit to related matters, and assume responsibility for the authenticity and accuracy of the project and provided materials in accordance with the "Measures for the Management of Beijing High精尖Industrial Development Project Funds." They must comply with relevant commitments and actively cooperate with the Beijing Municipal Bureau of Economy and Information Technology, the Municipal Finance Bureau, and other departments in supervision, inspection, performance evaluation, and auditing. Project units with performance obligations or other management requirements must implement the project as agreed and complete tasks and performance goals. The Beijing Municipal Bureau of Economy and Information Technology reserves the right to reclaim funds from units that fail to cooperate with supervision, inspection, performance evaluation, or other tasks.

Applicants may open a digital RMB account to receive fund disbursements. Upon receiving funds, they must use the funds in accordance with relevant laws, regulations, and institutional requirements, implementing specialized account management. If the fund usage is specified, it must be used as required. Any violations in application or fund usage, such as false reporting, fraud, misappropriation, or bribery, will be handled in accordance with the "Regulations on the Punishment of Financial Violations" and other relevant laws and regulations. If suspected of criminal activity, the case will be transferred to judicial authorities for handling. Additionally, dishonest information about the applicant will be included in the Beijing Public Credit Information Service Platform, and credit penalties will be imposed according to laws and regulations.
