Recently, the Beijing Municipal Bureau of Economy and Information Technology issued the "Beijing Action Plan for Promoting High-Level Opening Up in High-End, Precision, and Advanced Industries (2025)," introducing 24 measures to support enterprise development in line with the growth of the city’s high-end, precision, and advanced industries. The specific plan is as follows:

I. Supporting Foreign Investment in Accelerating the Cultivation and Development of New Quality Productive Forces


Implement the city’s "Two Zones" policy, promote the opening up of the entire biopharmaceutical industry chain, develop the International Medical Innovation Park to high standards, and facilitate the launch of a number of key projects. Accelerate the pilot program for expanding the opening up of value-added telecommunications services, enabling qualified foreign-invested enterprises to obtain business licenses in areas such as internet data centers, content delivery networks, online data processing and transaction processing, and application stores.


Encourage foreign-invested enterprises to integrate into the industrial innovation ecosystem. Support new industrial innovation institutions in attracting or collaborating with foreign-invested enterprises that demonstrate strong innovation capabilities and significant industry leadership. Reward new industrial innovation institutions that effectively leverage the innovative resources of foreign-invested enterprises in technological R&D, industrial ecosystem development, standard-setting, and talent cultivation and introduction.


Encourage foreign-invested enterprises to participate in key application scenarios such as the city’s high-level autonomous driving demonstration zone, robotics hundred-scenario initiative, and hydrogen energy. Support foreign-invested enterprises in conducting technical testing, verification, and demonstration applications based on these key scenarios.


Encourage foreign-invested enterprises to utilize various software adaptation and verification platforms developed by the city, promote mutual recognition and adaptation of domestic and international software products in terms of protocols, interfaces, and standards, jointly form solutions, and collaboratively build a software ecosystem.


Attract international open-source organizations to establish a presence in Beijing, guide foreign-invested enterprises to participate in the city’s open-source technology system and community building, and provide financial support to open-source communities and projects established in Beijing.


Support high-quality foreign-invested incubators in participating in the construction and operation of the city’s future industry pilot zones and nurturing bases, leveraging their professional technical capabilities to better serve future industry enterprises.


Attract outstanding overseas entrepreneurs, technical teams, young talents, and innovative foreign-invested SMEs to develop in Beijing and participate in entrepreneurial competitions such as "Maker Beijing" and the HICOOL Global Entrepreneurs Summit, providing convenient services for participating enterprises to establish a presence in Beijing.


II. Accelerating Foreign Investment Participation in the Construction of a Modern Industrial System


Promote the implementation of the Qualified Foreign Limited Partner (QFLP) pilot program, encourage overseas investment institutions to establish industrial investment funds in Beijing, invite them to participate in various project promotion activities, and recommend high-quality projects to funds and investors.


Provide services for enterprises seeking overseas financing and listing, encourage government investment funds, state-owned capital, and foreign-invested enterprises to participate in investing in enterprises going public overseas, and better serve enterprise development and project construction in Beijing.


Support foreign-invested enterprises in leveraging the national policy on large-scale equipment renewal to carry out intelligent transformation and upgrades. Support foreign-invested enterprises in participating in the gradient cultivation of smart factories and in building leading smart factories and "lighthouse factories." Encourage foreign-invested enterprises to provide intelligent diagnostic services in Beijing.


Encourage foreign-invested enterprises to develop green technologies, design green products, and build high-standard green factories. Support foreign-invested enterprises in demonstrating and applying green and low-carbon technological products and building green supply chains. Actively coordinate to meet the green power distribution needs of foreign-invested enterprises. Encourage foreign-invested enterprises to establish intelligent and green solution centers in Beijing, providing intelligent green diagnostics and training services.


Encourage foreign-invested enterprises to introduce new technologies and products for industrialization in Beijing. For capital investments in joint ventures, encourage state-owned enterprise shareholders to jointly increase capital. Provide support for major projects that meet conditions and demonstrate strong exemplary and leading roles.


III. Supporting Foreign-Invested SMEs in Integrating into the Industrial Ecosystem

Rely on specialized and sophisticated SME empowerment centers and service stations to provide foreign-invested innovative SMEs with services such as space carriers, testing and verification, industry-academia-research collaboration, talent introduction, and industry resource matching.


Establish supply-demand对接 channels between foreign-invested SMEs and the city’s leading industrial chain enterprises, integrated supply chain enterprises, and platform enterprises. Organize participation in the "Hundred Sessions, Ten Thousand Enterprises" integration and对接 activities for large, medium, and small enterprises, guiding the formation of紧密 upstream and downstream cooperative relationships.


Invite foreign-invested SMEs to participate in events such as the "Gathering Wisdom Beijing, Planning for the Future" project promotion conference and the "Win the Future" public roadshow, providing financial support to qualifying enterprises.


Support the specialized and sophisticated development of foreign-invested SMEs, attract enterprises to list on the Beijing Stock Exchange, and provide financial support to foreign-invested SMEs entering the Beijing "Specialized and Sophisticated" board for financing.


IV. Supporting Foreign Investment in Creating a Benchmark City for the Digital Economy

Provide "full-process, one-stop" cross-border data business handling services for foreign-invested enterprises in the Beijing Data Basic System Pilot Zone, achieving full-process management of the data出境负面清单 and facilitating cross-border data flow for foreign-invested enterprises.


Encourage foreign-invested enterprises to engage in data asset confirmation, registration, trading, and inclusion in financial statements at data trading institutions such as the Beijing International Big Data Exchange,享受与国内机构同等的支持政策.


Utilize data desensitization and risk prevention mechanisms tailored to industry characteristics to promote the open use and compliant circulation of high-quality datasets of foreign-invested enterprises in the regulatory sandbox of the Beijing Data Basic System Pilot Zone.


V. Comprehensively Improving the Level of Open Cooperation and Services

Develop China-Germany and China-Japan international cooperation industrial parks to high standards, creating the first stop and preferred创业站 for foreign-invested enterprises coming to China. Encourage enterprises to utilize the assembly and regular operation services of the China-Europe (Asia) Railway Express首发站 to facilitate commodity exports.


Accelerate the construction of service institutions such as the Beijing Digital Economy Enterprise Global Innovation Service Base to provide services for foreign-invested and global enterprises, including information, compliance consulting, business handling, space carriers, talent introduction, and product launches.面向共建"一带一路"重点国家(地区)及数字经济伙伴城市, promote the creation of a number of international cooperation industrial parks with industrial chain resource integration capabilities and enterprise aggregation functions, as well as twin共建、优势互补的"两国双园".


Strengthen对接 with international organizations, overseas NGOs, industry organizations, chambers of commerce and association alliances, authoritative institutions, and other domestic and foreign business entities. Actively seek to establish branches of relevant international organizations in key areas such as the digital economy and industry in Beijing to better serve various institutions developing in the city.


Organize and release a list of benchmark application solutions in key areas of the city’s high-end, precision, and advanced industries. Support the overseas listing and demonstration application of new technologies and products.


Guide city enterprises to benchmark against international advanced standards for qualification certification and participation in international standard-setting. Encourage city enterprises to apply for international patents and enhance services for overseas intellectual property rights protection and assistance.
