Shunyi Two Sessions Press Conference | Shunyi Focuses on Building a "5+4" Modern Industrial System


On the morning of January 13, the Information Office of the People's Government of Shunyi District organized the first press conference of the 2026 Shunyi District Two Sessions (High-Quality Development and "Two Zones" Construction Special Session). The event was presided over by Zhang Huajie, Deputy Director of the District Committee Propaganda Department. Attendees included Ma Weiguo, Party Secretary and Director of the District Development and Reform Commission; Zhou Jinghui, Party Secretary and Director of the District Economy and Information Technology Bureau; Yang Pengbo, Party Secretary and Director of the District Commerce Bureau; and Zheng Jie, Director of the Policy Research and Institutional Innovation Department of the Capital Airport Economic Zone Management Committee. They introduced the achievements in high-quality development of Shunyi District in 2025 and the key tasks for 2026, and answered questions from journalists.

As a major district for high-end manufacturing in Beijing, Shunyi District focuses on the responsibility and mission assigned by the municipal government to "lead in high-end manufacturing and shoulder the responsibility as a major industrial district." It is committed to building a "5+4" industrial system, further accumulating industrial development momentum and strengthening its long-term potential. The relevant details are as follows:



I. Key Industries Achieve New Results

The new energy and intelligent vehicle sector has further solidified its role in supporting industrial growth. The Li Xiang i-series models have been steadily launched, Beijing Hyundai's exports increased by 45% year-on-year, Mercedes-Benz introduced the E-class pure electric model, and BAIC Off-Road Vehicle's output value grew by 110% year-on-year. The supporting industries for intelligent connected vehicles were successfully selected as a national-level specialized cluster for small and medium-sized enterprises. In the third-generation semiconductor field, landmark projects such as Zhanxin Electronics and Qixin Micro were successfully introduced. The industrial scale is expected to grow by 18% year-on-year in 2025, the highest growth rate in the past three years. In the aerospace sector, 14 key projects with a total investment of 9.9 billion yuan are progressing orderly, and the Beijing Aero Engine Maintenance Project has been completed. In the intelligent equipment sector, 24 key projects are in reserve. The Tianma Intelligent Control High-Pressure High-Efficiency Plunger Pump Project and the Houli Bo Green Smart Industrial Park Project have commenced construction, and the national-level industrial machinery application verification platform has completed its plan formulation. In the biopharmaceutical sector, key projects such as Hanmi Phase II and Xinjieke are advancing steadily. The Airport Biopharmaceutical Park has attracted 112 companies, the Nan Cai Town Medical Device Industrial Park is accelerating its construction, and the annual output value is expected to reach 11.3 billion yuan.



II. Industrial Park Construction Takes New Steps

The development level of the Beijing China-Germany Economic and Technological Cooperation Pilot Demonstration Zone continues to rise. It has been successfully included as a case area in the fourth round of the China-EU Regional Policy Cooperation Mechanism by the National Development and Reform Commission and the European Commission's Directorate-General for Regional and Urban Policy. The China-Germany Intelligent Manufacturing Center was selected as the only energy-saving and carbon reduction pilot project in the China-Germany industrial park sector approved by the National Development and Reform Commission and the German Federal Ministry for Economic Affairs and Energy. Actively integrating into the "Two Zones" construction, the district is accelerating the attraction of international resources. Key events such as the China-Germany (Europe) Hidden Champions Forum were successfully held, with 25 projects introduced throughout the year. The brand influence of the China-Germany Demonstration Zone is gradually increasing. The construction of the Beijing-Tianjin-Hebei Intelligent Connected New Energy Vehicle Technology Eco-Port is accelerating. As an important platform for industrial collaboration in the Beijing-Tianjin-Hebei region and the district's No. 1 project, construction and investment attraction are progressing simultaneously since its opening. The core component factory on Plot No. 1 and the R&D service center on Plot No. 5 have completed their main structures. A total of 105 high-quality projects in fields such as wire-controlled chassis, air suspension, and high-low voltage wiring harnesses are in reserve, with 18 projects already signed or registered. The industrial clustering effect is gradually becoming prominent.



III. New Quality Productive Forces Accumulate New Momentum

The demonstration effect of intelligent manufacturing has been remarkable. The district was successfully selected as a pilot city for the second batch of new technological transformation in manufacturing by the Ministry of Industry and Information Technology. Throughout the year, 76 large-scale industrial enterprises completed digital transformation certification, 32 advanced-level smart factories and 4 world-class factories were cultivated, and the first "Lighthouse Factory" in the world was added. The digital transformation of small and medium-sized enterprises (SMEs) is steadily advancing. The district was successfully selected as a national pilot city for SME digital transformation, supporting 125 SMEs in "diagnosis and transformation integrated" digital upgrades, with over 23 million yuan in policy funds disbursed. Fifty specialized and innovative SMEs and 10 "little giant" enterprises were cultivated. The green transformation of manufacturing is deepening, with 30 green factories and 5 national-level green supply chain management enterprises, ranking second in the city in total green manufacturing enterprises.


Next Steps

We will thoroughly study and implement the spirit of the Central Economic Work Conference, formulate high-standard development plans for high-precision industries during the "15th Five-Year Plan" period, and accelerate the construction of a modern industrial system.


First, Strengthen the Foundation Through Industrial Upgrading

Safeguard the automotive industry as the cornerstone, fully support key enterprises such as Li Xiang, Mercedes-Benz, Hyundai, and BAIC Off-Road Vehicle, and accelerate the implementation of projects aligned with the regional positioning in the Shunyi Park of the Eco-Port. Continuously promote the quality and quantity improvement of key industries such as third-generation semiconductors, aerospace, biopharmaceuticals, and intelligent equipment, and accelerate the formation of a "multi-pillar" industrial development pattern.


Second, Build Platforms Through Park Construction

Leveraging the theme of urban renewal, promote the transformation and upgrading of town-level industrial parks, selecting pilot projects in the eastern and western regions of the district to comprehensively enhance infrastructure and living amenities. Promote the construction of standardized and customized factory buildings, improve the overall appearance of parks, and develop a batch of specialized industrial parks focusing on five manufacturing sectors.


Third, Boost Momentum Through Investment Attraction

Focus on hot sectors such as intelligent connected vehicles, biopharmaceuticals, intelligent equipment, and integrated circuits. Make full use of municipal and district-level funds and promotion policies, and conduct industrial chain investment, capital investment, and exhibition investment in areas such as the Capital Airport Economic Zone, Zhongguancun Shunyi Park, Shunyi Park of the Eco-Port, and towns with strong industrial foundations. Continuously inject incremental momentum into the high-quality industrial development of the district.

It is understood that Shunyi District is building the Beijing-Tianjin-Hebei Intelligent Connected New Energy Vehicle Technology Eco-Port. What are the advantages of the Shunyi Park of the Eco-Port, and what vision can we expect for its future?


Currently, the automotive industry is deepening its transition toward electrification, intelligence, and connectivity. As an important link in the "six chains and five clusters" of Beijing-Tianjin-Hebei coordinated development, intelligent connected new energy vehicles are becoming a key direction for breakthroughs. Against this backdrop, Beijing, Tianjin, and Hebei have agreed to jointly build the Automotive Technology Eco-Port, with a total planned area of approximately 8,000 mu. The Shunyi Park of the Eco-Port covers 2,500 mu and officially commenced construction in March 2025. Leveraging its unique advantages and focusing on green, low-carbon, and smart elements, it aims to become a new engine for industrial upgrading in the Beijing-Tianjin-Hebei region.


First, Unique Geographical Advantages

The park is located on the banks of the Chaobai River in southeastern Shunyi, 36 kilometers from downtown Beijing, 21 kilometers from Beijing's sub-administrative center, and 10 kilometers from Capital Airport. Jingping Expressway and Tonghuai Road intersect here, providing half-hour access to leading automotive companies such as Beijing Mercedes-Benz Shunyi Factory and Li Auto, one-hour coverage of整车 enterprises like Xiaomi Auto and Mercedes-Benz Yizhuang Factory, and two-hour connectivity to the Tianjin Wuqing Park and Hebei Langfang Park.


Second, Solid Automotive Industry Support

The Beijing-Tianjin-Hebei region is home to 18整车 factories, making the automotive industry the "leading industry" in regional manufacturing. As a major automotive district, Shunyi has produced 14 million vehicles and achieved an output value of 1.5 trillion yuan since 2002. It hosts four整车 enterprises (Li Auto, Mercedes-Benz Shunyi Factory, Beijing Hyundai, and BAIC Off-Road Vehicle), seven R&D centers (including BAIC R&D Institute and Li Auto R&D Headquarters), over a hundred component suppliers, and has completed the construction of a Level 3.0 high-level autonomous driving demonstration zone.


Third, Ample Industrial Space

By the end of this year, 1,271 mu of industrial land is expected to be ready for supply. The first-phase core component standard factory and R&D service center projects have completed their main structures and will be operational in June this year. Eighteen key projects, including Konghui Technology and Zejing Technology, have been signed and implemented.


Looking ahead, by the end of the "15th Five-Year Plan" period, the six core component categories—battery, motor, electronic control, intelligent cockpit, thermal management, and intelligent驾驶辅助系统—are expected to form a clustering effect, with an annual output value exceeding 45 billion yuan, enabling efficient coordination with整车 production bases in the region. The national-level autonomous vehicle quality inspection and testing center will be completed and operational, with further improvements to the surrounding environment and commercial amenities. The zero-carbon and smart park functions will be highlighted, and the reputation of the automotive culture town will be enhanced. Further clustering of industries such as technology R&D, production manufacturing, inspection and testing, exhibition display, smart and low-carbon solutions, and cultural exchanges will be achieved. The park will become a智能 connected new energy vehicle supply chain保障基地立足京津冀, radiating across seven northern provinces, and a leading domestic base for automotive component testing, verification, and production.
