To all relevant units:
In accordance with the *Notice of the Beijing Municipal Science and Technology Commission and Zhongguancun Science Park Management Committee on Launching the 2024 Certification Management Work for High-Tech Enterprises in Beijing* (Jing Ke Chuang Fa [2024] No. 68) and the *Notice on Launching the 2024 Pilot Policy of "Filing for Approval" for High-Tech Enterprise Certification in Beijing* (Jing Ke Chuang Fa [2024] No. 67), the certification management work for high-tech enterprises in Shunyi District for 2024 is hereby initiated. All relevant units are requested to strictly adhere to the specified timelines and diligently carry out the application process in accordance with their actual work conditions.
1. Acceptance Time and Location
August 12 to August 23: Room 0412, 4th Floor (East Side), North Building of Labor Mansion, No. 26 Beishangpo Road, Shunyi District (on working days).
August 26 to August 30: Room 0414, 4th Floor (East Side), North Building of Labor Mansion, No. 26 Beishangpo Road, Shunyi District.
(Note: Materials will be accepted from 9:00 AM to 11:00 AM and from 2:00 PM to 5:00 PM. During other hours, materials received on the same day will be sorted and compiled.)
Materials will be collected by the Shunyi District Science and Technology Commission and submitted to the Beijing Municipal High-Tech Enterprise Certification Office. Enterprises must retain one copy of all materials for reference during on-site inspections.
2. Certification Application Process
Enterprises must log in to the Ministry of Science and Technology’s Government Service Platform, access the High-Tech Enterprise Certification module, or directly log in to the Beijing High-Tech Enterprise Certification Management Work Website. They must complete the Application Form for High-Tech Enterprise Certification (signed and stamped by the legal representative) and upload the following electronic documents:
Intellectual property certificates.
Financial accounting reports for the past three fiscal years, certified by qualified intermediaries.
Special audit or certification reports for R&D expenses over the past three fiscal years and high-tech product (service) income for the most recent fiscal year, issued by qualified intermediaries.
Annual corporate income tax returns for the past three fiscal years.
After completing the online application, enterprises must submit the written materials required under Article 12(1) of the Administrative Measures for High-Tech Enterprise Certification (Guo Ke Fa Huo [2016] No. 32) and Article 2(3) of the Guidelines for High-Tech Enterprise Certification Management (Guo Ke Fa Huo [2016] No. 195).

*Letter of Commitment for High-Tech Enterprise Application in Shunyi District for 2024* (Attachment 2, signed by the legal representative and stamped with the official seal; note: not bound separately, brought individually).
Reference template for the Letter of Commitment for Enterprises Hiring Intermediaries (Attachment 3, stamped with the official seal).
Electronic materials (via USB drive):
Electronic version of the application form (downloaded from the online application system).
*Summary Table of Accepted Information for High-Tech Enterprises in 2024* (Attachment 1).
Place the PDF and Excel files in a folder (do not compress), named "Company Name + High-Tech Field."
Binding requirements:
Submit two copies of the application materials (original and duplicate; the original must bear a red seal, and the duplicate is retained by the enterprise for reference).
The cover color of the materials must correspond to the high-tech field:
Electronic Information: White
Biotechnology and New Medicine: Light Cyan
Aerospace: Light Blue
New Materials: Cyan
High-Tech Services: Light Green
New Energy and Energy Conservation: Sky Blue
Resources and Environment: Aqua Green
Advanced Manufacturing and Automation: Blue Purple.
Mark the "Field" (e.g., Electronic Information, Biotechnology and New Medicine, etc.) in the upper right corner of the materials.
Label the original copy on the left side and bind it with adhesive on the left edge.
Stamp the enterprise’s official seal on the right edge of the materials.
Indicate the technical field and enterprise name on the spine.
The special audit report must be bound in the original copy, while the annual audit report may be a photocopy.
Materials requiring stamps:
Cover, edge stamps, every page of the application form, intellectual property summary table, achievement transformation summary table, and all self-prepared materials such as R&D project initiation and completion reports, R&D expense auxiliary accounts, information on scientific and technical personnel, and R&D management systems.
Materials requiring the legal representative’s signature:
Cover and the first page of the application form.
