Construction Location

Project construction sites must be located within one of the following five municipal-level demonstration parks for the integration of advanced manufacturing and modern services:

The Haidian District Shangdi Area and Northern Cluster Sci-Tech Park,

Shunyi District Beijing Sino-German Industrial Park and its supporting areas,

The Integrated Development Demonstration Park for Advanced Manufacturing and Modern Services in Yizhuang New City,

Fangshan District High-End Manufacturing Empowerment Park for the Integration of Advanced Manufacturing and Modern Services,

The Core Area of Tsinghua Science City in Changping District.

Alternatively, projects may be located within the national-level pilot area for the integration of advanced manufacturing and modern services, the Daxing Biomedical Industry Base.

Support Scope

Municipal government fixed-asset investment will support the following within the demonstration parks:

Infrastructure development,

Public service facilities,

Industrial service facilities,

Reconstruction of old factory buildings (details in Attachment 1).

Infrastructure includes:

Internal urban arterial roads, secondary roads (excluding micro-circulation roads), and branch roads within the demonstration parks,

Water supply drainage facilities such as internal water supply pipelines, sewage collection, and reclaimed water distribution facilities,

Landscaping projects.

Public service facilities include:

Public cultural facilities,

Firefighting facilities.

Industrial service facilities include:

Industrial service platforms and common technology service platforms shared by enterprises, parks, and governments (relevant data must be integrated into government service platforms).

Reconstruction of old factory buildings includes:

Projects that repurpose old factory buildings for developing high-precision industries or integrated advanced manufacturing and modern services without changing land use nature.

Support Content and Standards

For infrastructure, public service facilities, and reconstruction of old factory buildings, municipal government fixed-asset investment will support:

Construction and installation engineering,

Equipment procurement.

For industrial service facilities, municipal government fixed-asset investment will support:

Hardware equipment,

Software systems,

Related construction and installation engineering,

Renovation and refurbishment.

Specific subsidy standards are as follows:

01 Infrastructure and public service facility projects will receive full support based on project investment.

02 Eligible industrial service facility projects, with an investment原则上不低于 (原则上不低于) 20 million yuan, will receive a subsidy of 30% of the project investment, up to a maximum of 50 million yuan.

03 Projects repurposing old factory buildings for high-precision industries or integrated advanced manufacturing and modern services without changing land use nature will receive a subsidy of 30% of the project investment, up to a maximum of 50 million yuan.

Application Materials

01 Direct Investment Projects

Infrastructure and public service facility projects are direct investment projects. Applicants must prepare a project proposal (serving as a feasibility study report), preliminary design, and budget estimate, and submit them to the district-level development and reform department.

02 Fund Subsidy Projects

Industrial service facility projects and reconstruction of old factory buildings are fund subsidy projects. Applicants must prepare a fund application report and submit it to the district-level development and reform department. Key application materials include:

(1) Application request or approval letter for the project.

(2) Project fund application report.

(3) Other documents required by national and municipal regulations.

Submission Method and Deadline

District-level development and reform commissions are responsible for conducting preliminary reviews of application materials, ensuring their authenticity, completeness, validity, and compliance. Projects submitted for application must be new projects with complete preliminary procedures and ready for construction, or ongoing projects, ensuring that investment plans can be implemented immediately and physical工作量 (workload) can be generated promptly. Completed projects will not be supported. Projects that have already received municipal financial support through other channels will not be supported.

After completing the preliminary review, district-level development and reform departments must obtain approval from the district government, compile the district’s project application form for the integration of advanced manufacturing and modern services (Attachment 3), affix an official seal, and submit the application form along with project application materials to the Municipal Development and Reform Commission by July 25, 2024.
