Entering the construction site, the roar of excavators rises and falls, and processes like concrete pouring proceed in an orderly manner. Inside the foundation pit, construction workers are carrying out foundation treatment work for the main project. Project managers, holding blueprints, communicate meticulously with the construction crew, rigorously controlling every aspect from machinery scheduling to the sequencing of work stages.

"Currently, the earthwork, support, and dewatering construction have been successfully completed, and we expect to achieve the 'top-out' of the main structure by the end of this year," introduced Liu Lei, the project manager. "We will strictly control the project from five aspects: safety, quality, efficiency, cost, and management. For safety, we conduct daily equipment inspections and personnel safety training; for quality, we rigorously inspect building materials to ensure every procedure meets standards; we improve efficiency through scientific construction planning and advanced equipment; simultaneously, we implement meticulous cost management to avoid resource waste."

Beijing Sino-German Industrial Park Phase II is located in Block 2902 of Shunyi New Town, bordered by Huihaizhong Road to the east, Zhengyuan South Street to the south, Airport East Road to the west, and Zhengyuan Street to the north, adjacent to the Sino-German Building. The total investment is approximately 650 million RMB. It plans to cover an area of about 21,000 square meters, with a total floor area of approximately 65,000 square meters (42,000 sqm above ground, 23,000 sqm below ground). The construction includes R&D-oriented production facilities and commercial supporting facilities. In the future, it will become a high-quality development platform aggregating new quality productive forces such as high-end equipment, intelligent manufacturing, biomedicine, and the digital economy.

The successful implementation of the "Start Construction upon Land Acquisition" model in Shunyi is the result of close collaboration between multiple departments. Relevant departments in Shunyi District intervened early and provided proactive services, opening green channels throughout the entire process from planning approval to construction permits. Methods like accepting applications with missing materials (容缺受理) and a commitment system significantly shortened the approval cycle, pressing the "fast-forward button" for the project construction.
