"Two Zones" Initiative Fifth Anniversary | Ranked First Citywide! A Look at Shunyi's "Two Zones" Report Card


July 3: A press conference marking the fifth anniversary of Beijing's "Two Zones" initiative, focusing on the Pilot Free Trade Zone, was held. Zhou Xin, Vice District Mayor of Shunyi District, presented the development achievements of the Shunyi cluster within the International Business Services Section of the Beijing Pilot Free Trade Zone over the past five years and outlined the next steps for work arrangements.

The Shunyi cluster is planned and laid out around the Beijing Capital International Airport, covering an area of 28.5 square kilometers, making it the largest among the seven clusters within the Beijing Pilot Free Trade Zone. It features distinct airport characteristics, a concentration of high-end industries, and integrated development of the port, industries, and the city. Aiming to be a pioneer in the "Two Zones" construction, Shunyi District is committed to building a new highland for reform and opening up with higher levels of openness and stronger radiating effects, achieving phased results in comprehensively deepening reform and continuously expanding opening up. Since the launch of the "Two Zones" initiative in September 2020, the Shunyi cluster has accumulated a total of 2,180 registered "Two Zones" projects, ranking first citywide.


A Number of Pioneering Innovative Achievements Implemented

The Shunyi cluster has continuously focused on piloting the relaxation of market access restrictions for foreign investment, promoting trade and investment facilitation, and optimizing the business environment. It has completed over 200 key "Two Zones" tasks and explored and formed 16 groundbreaking "Two Zones" policies and model innovations. Leveraging the bonded functional advantages of the Tianzhu Comprehensive Bonded Zone within the cluster, it has implemented several high-value, people-benefiting national pilot policies, including the Rare Disease药品保障先行区 (Rare Disease Medicines Supply Pioneer Zone), "Bonded + Consumption Upgrade", and cross-border e-commerce sales of medical products. These allow residents of the city and even the whole country to enjoy the benefits brought by the policy and institutional innovations of the Beijing Pilot Free Trade Zone.


High-Quality Promotion of Project Implementation


Over the past five years, the Shunyi cluster has coordinated the enhancement of both economic scale and quality, leading to the improvement and upgrading of premium industries. In the financial sector, the cluster has gathered over 300 various financial institutions, covering diverse sectors such as banking, securities, insurance, guarantee, factoring, and funds. Internationally renowned financial institutions like Allianz Insurance and HSBC have established a presence here, gradually forming a financial industry agglomeration effect and injecting strong momentum into regional economic growth. In the business and exhibition sector, the Capital International Exhibition Center commenced operations this year, becoming Beijing's largest single-site, most fully functional, and technologically advanced comprehensive exhibition venue. Shunyi District will link the Phase I and II venues of the New China International Exhibition Center to build the "Shunyi Exhibition" brand. In the aviation services sector, the Beijing Aero Engine Maintenance Project is progressing smoothly and is scheduled to begin operations in 2026. It will further drive the agglomeration of industrial resources in high-level aviation maintenance, high-end manufacturing, aviation services, and technology R&D.


Capital International Exhibition Center


Since the launch of the city's "Two Zones" initiative, the Shunyi cluster has accumulated a total of 2,180 registered "Two Zones" projects, ranking first among the seven clusters citywide. Both the number of scale-以上企业 (above-scale enterprises) and total revenue have increased by approximately 60%, while actual utilized foreign capital and total foreign trade import and export volume have each grown by about 50%.


Building Characteristic Park Functional Platforms for Agglomeration and Momentum


Beijing Capital International Airport Air Economic Zone


The Beijing Capital International Airport临空经济区 (Airport Economic Zone) has built a complete aviation service industry chain, forming a full-chain industrial cluster encompassing air transport, airport operations, aircraft maintenance, and航材贸易 (aviation materials trade). International aviation organizations such as the IATA North Asia Office and the Star Alliance Regional Office have established offices there. The zone hosts over 400 aviation service enterprises and more than 700 regular flight routes, maintaining its comprehensive competitiveness among the top ranks nationally. In 2024, companies within the zone achieved operating revenue of 351.5 billion yuan, a 52.9% increase compared to 2020. Its economic output ranks second among the 17 national airport economic demonstration zones.


Tianzhu Comprehensive Bonded Zone


The Tianzhu Comprehensive Bonded Zone's efforts to build the Rare Disease Medicines Supply Pioneer Zone have shown significant results. In 2024, the zone imported 37 types of rare disease medicines, a year-on-year increase of 95%, with an import value of 21.75 billion yuan, up 37.7% year-on-year. The import scale accounts for over 40% of the national rare disease medicine imports. In the 2024 performance evaluation of 150 comprehensive bonded zones nationwide, the Tianzhu Comprehensive Bonded Zone ranked second.


Sino-German Industrial Park


The Sino-German Industrial Park deeply explores open development with country-specific characteristics. It is the only national-level Sino-German cooperation park with the theme of "economic and technological cooperation" and has continuously hosted the Sino-German (European) Hidden Champion Forum. The park has gathered over 120 high-quality German companies such as Mercedes-Benz, BMW, Bosch, and Wilo, with an annual industrial scale of 40 billion yuan. It is gradually building itself into an important platform for two-way Sino-German and Sino-European economic, technological exchanges, and innovation cooperation.


Next Steps: The Shunyi cluster will further enhance its level of openness to the outside world, conduct full-chain policy innovation around advantageous industries such as aviation services, healthcare and pharmaceuticals, and business exhibitions. It will also continue to promote the construction of smart ports, strengthen the shaping of the "Convenient Free Trade" brand, actively create an internationalized service environment, and contribute "Shunyi strength" to the city's pioneering exploration of building a new development paradigm and helping the country elevate its level of openness.
