Lu Lijing: Promoting Sino German Cooperation and Accelerating the Construction of a New Situation in Intellectual Property Development

Lu Lijing, Deputy Director of the Management Committee of the High tech Zone in Taicang City, Jiangsu Province, stated in his speech that during the 30 years of cooperation with Germany, technological innovation has been a major highlight in Taicang City, with a large part involving the protection of intellectual property rights.


In 2009, Taicang City was identified by the China National Intellectual Property Administration as a key intellectual property protection contact base. In November 2016, Taicang's cooperation with Germany was listed in the "Science and Technology Innovation Co Shaping the Future · German Strategy" of the Ministry of Science and Technology, indicating that Taicang's cooperation with Germany was recognized by the China National Intellectual Property Administration and the Ministry of Science and Technology.


When it comes to achievements in technological innovation, Lu Lijing said that in the past 30 years, Taicang has gathered nearly 500 German funded enterprises, accounting for 10% of the total number of German funded manufacturing enterprises in the country. There are nearly 60 hidden champion enterprises, more than 30 standardization experts from China and Germany, and 172 national standards and 7 international standards have been formulated. Thousands of domestic and international patents have been applied for, promoting the in-depth development of Sino German scientific and technological cooperation.

Taicang City has mainly done the following work:


Firstly, it has achieved full coverage of R&D activities for large-scale enterprises. More than 95% of large-scale German enterprises in the high-tech zone have carried out localized research and development and localized application of innovative achievements. The establishment rate of R&D institutions in large-scale enterprises exceeds 75%, and they have been selected as a standardized pilot for national high-end equipment intelligent manufacturing. They have also been approved as the first Sino German intellectual property protection base in the country. Secondly, it has attracted a large number of high-quality innovative talents. Taicang has held the China Germany Innovation Talent Competition and Elite Week for eight consecutive years. Currently, there are over 1000 German talents living in the Taicang High tech Zone for a long time, as well as those studying in Germany. Thirdly, we will introduce several policies to promote cooperation with Germany, providing strong guarantees for the development of German enterprises and their intellectual property rights. Fourthly, establish a platform for cooperation with Germany. Taicang has the sixth global center and the third German center in China, while also committed to offshore incubation and introducing German intellectual property to the domestic market.


Lu Lijing emphasized that in terms of intellectual property protection, Taicang City has established an intellectual property court and closely cooperated with Suzhou and Taicang courts to establish four cooperative German enterprise legal service institutions, namely commercial, bankruptcy, labor, and intellectual property. At the same time, a joint mechanism has been established to jointly combat infringement with public security, market supervision, courts and other departments. He gave an example that this year, an employee of a company in Taicang City violated the prohibition clause and used the company's drawings, causing unfair competition. This incident involving intellectual property rights was ultimately resolved within a week.


Lu Lijing stated that the next step will be to further promote the development of intellectual property based on the development of intellectual property in Germany and the local industrial foundation of Taicang. "Previously, companies in Taicang adopted many German intellectual property rights, but based on the current development of new energy vehicles, China is already in an absolute leading position and has begun to export patents to Germany," said Lu Lijing.
