The twelfth press conference on the construction of the "Two Zones" (the Integrated National Demonstration Zone for Opening Up the Services Sector and the China (Beijing) Free Trade Pilot Zone) was held by Shunyi district government on August 2. Since 2022, in accordance with the spirit of the approval by the National Development and Reform Commission - “Set up the Beijing China-Germany Economic and Technological Cooperation Demonstration Zone on the basis of the Beijing China-Germany Industrial Park” as well as the guidance and instructions of the Beijing municipal Party committee and government on the construction of the Industrial Park, the Beijing China-Germany Industrial Park has promoted innovation in mechanism, industrial policy, supporting environment and cooperation path, jointly promoted the building of a modern industrial system, built an important platform for international industrial cooperation and opening up, and made many achievements, focusing on the construction of the "Two Zones".
Consolidating the foundation and strengthening the organizational and system guarantee
The Industrial Park has strengthened the building of its management committee, making internal talent selection and international talent recruitment, and enhanced industrial research, investment attraction and industrial promotion. It has upgraded the operation and management mechanism with "one Chinese and one foreigner" as the leaders, selected professional German operation and management organizations, promoted the construction of the China-Germany Industrial Cooperation Dual Center in the Industrial Park, and built centers for sci-tech innovation and incubation as well as transformation of sci-tech achievements, taking advantage of the industrial advantages of China and Germany, making overseas development plans, carrying out exchanges, connecting with innovation resources, and broadening cooperation fields to achieve win-win development in both directions in bilateral economic and technical cooperation. It has expanded the membership of the China-Germany Intelligent Manufacturing Industry Association, including 21 more enterprises in intelligent manufacturing including Häfele, Rhein Koster and Harting, to serve enterprises in intelligent equipment, electronic information and automobile transportation inside the Park.
Exploring demonstration space and accelerating renovation and upgrading of the environment
In the south area of the Industrial Park, according to the "Construction Plan of the China-Germany Plaza Phase II", the plots surrounding the China-Germany Plaza will be used as the main space to extend the functions of R&D, small and pilot test and listing acceleration, planned and designed with German elements and style, with the goal of building an industrial innovation ecosystem.
In the north area, the overall image lift project will be promoted, and there will be a planning and design improvement plan with the building of brand landscape and spiritual focus, and intelligent manufacturing and green manufacturing clusters will be attracted to build a high-end manufacturing base.
Introducing multiple channels to form a joint driving force for investment
The Industrial Park strives to introduce investment in accordance with the "3+1" pattern of industrial development, which sets new energy intelligent vehicles, intelligent equipment and digital economy as three pillar industries, and advanced manufacturing services as the support industry. In major cities in Germany, online and offline promotion activities have been carried out, visits to key targeted enterprises have been paid, and steady moves have been made in new projects. The 2022 Beijing China-Germany Forum for Industrial Cooperation and Development was held, with more than 100 Chinese and foreign media outlets covering the event.
Contracts concerning 8 key physical projects, such as Adler Pelzer Andy New Energy Intelligent Vehicle, Vastalta Circular Technology, Trimeta Software and Ewellix, as well as 9 R&D platform projects including the China-Germany "Dual Carbon" Joint Innovation Center and Le Surmoi Life Science have been signed, with a total investment of 2 billion yuan and a total annual industrial output value of 11.5 billion yuan. Up till now, a total of 35 projects have been landed in the Industrial Park, including the Bosch Rexroth Industry 4.0 Innovation Center and the R&D headquarters of Engelbart Biologische Verfahren GmbH (EBV), and negotiations on 67 projects are under way.
Deploying more policies to spur reform and innovation
Policies concerning German enterprises have been well explained, with various kinds of policy interpretation meetings, promotion activities and exhibitions being held as a set mechanism for enterprise services. The Industrial Park has promoted the implementation of its "Three-Year Action Plan" and "Three Lists", which deliberates its specific work initiatives from 2022 to 2024 and more than 20 policy change requests covering investment facilitation, R&D, innovation and financial development, as well as more than 10 reform initiatives in improving market access, commercial system, and intellectual property rights services.
Coordinating all parties to improve industrial service levels
Through the establishment of the "international meeting room, international service hall and achievement exhibition hall", the Industrial Park connects with the China-Germany International Conference and Exhibition Center to offer "one-stop" services in the Park. Bringing into full play the IPR public service center, judge workstation and circuit court, IPR policy seminars have been organized to serve the enterprises in the Park and protect the IPR and patents of German enterprises. The Bosch Rexroth Industry 4.0 Innovation Center has been used as a model facility to empower German enterprises in the Park for growth and facilitate digitalization and intelligent transformation and upgrading of manufacturing industries. The China Regional Operational Headquarters of Rhein-Koester as an enterprise of the German dual education system has been introduced to the Park, strengthening the integration of industry with education and enhancing the supply of industrial talents. Many international top law firms such as Taylor Wessing Law Firm and Law-China Business Consulting have been introduced here, providing high-quality legal services. DDF Culture Activities, a company focusing on Sino-German cultural exchange, provides life services such as economic and trade promotion and cultural salons.
Focusing on publicity and demonstration, especially international promotion
The Park has enhanced its promotion in Germany, launching more than 20 activities in Berlin, Frankfurt, Munich and other cities, with the achievements in the Park in focus, to attract more German investment. It has deepened communication with Cologne, a sister city of Beijing, holding online dialogues on cooperation, and has plans to launch on-site special promotion in Cologne on industrial promotion policies offered by the Park. It has also launched exhibition at the Hannover Messe, promoting the exhibition area and connecting with more than 200 enterprises. Enterprises and industrial organizations including the German Federal Association for Economic Development and Foreign Trade (BWA), the Association of German Hidden Champions (VDHC, Verband Deutscher Hidden Champions), Weidmüller and Phoenix expressed their willingness of cooperation. It serves as the co-host of the 2022 China-Germany Smart Manufacturing Forum and participated in the live dialogue, which was reported on Nouvelles d'Europe, Deutsche Presse-Agentur (dpa), Berlin Partner, etc. Its brand and image have been established overseas.
In the future, Beijing China-Germany Industrial Park will seize the opportunity of building "Two Zones" in Shunyi District, obtain development advantages aiming higher, gather strong development momentum, better improve development quality, and take advantage of the momentum to develop to a new level.
Firstly, it will improve the level of operation and management. In accordance with the international, professional, and market-oriented operation and management concept, it will build, enrich, and enhance the operation and management pattern with "one Chinese and one foreigner" as the leaders, and form an integrated, all-factor, high-quality industrial service system for German enterprises.
Secondly, it will promote the landing of key projects. It will accelerate the building of the "3+1" industrial development pattern, developing new-energy smart car industry and attracting the gathering of upstream and downstream producers of core parts and components for Mercedes-Benz new-energy vehicles. It will develop smart equipment and digital economy, promoting the digital, networked and intelligent manufacturing revolution. It will also develop advanced manufacturing service industry and attract professional service organizations.
Thirdly, it will improve the level of supporting services. It will promote the construction of the second phase of China-Germany Plaza in the south area, transform and upgrade the industrial spaces in the north area, promoting the renewal and utilization of inefficient factories and building high-quality standardized factories and multi-functional buildings. It will also launch the image project and establish standardized graphic systems with full coverage of multilingual signs across the Park. It will develop high-quality living places for international talents, accelerate the construction of an international talent communities, and attract more international schools, international hospitals, and international communities.
