Notice of Beijing Municipal Bureau of Economy and Information Technology On Issuing Several Measures on Promoting the Innovative Development of Rising-scale and Steady-scale SMEs in Advanced Manufacturing and Software and Information Service Industry (2023-2025)

Relevant parties,

Based on careful study, the “Several Measures on Promoting the Innovative Development of Rising-scale and Steady-scale SMEs in Advanced Manufacturing and Software and Information Service Industry (2023-2025)” is hereby issued for implementation for the following purposes: (a) to implement the “Beijing Municipal Plan for the Development of Cutting-edge and Sophisticated Industries in the 14th Five-year Plan Period” and the “Implementation Rules on the Multi-tiered Cultivation and Management of Quality SMEs in Beijing; (b) to reinforce the important supporting role played by cutting-edge and sophisticated enterprises engaged in manufacturing and software and information service industry in Beijing’s efforts to build an international sci-tech innovation center and a modern industry system; (c) to strengthen the cultivation of enterprises of various levels and refine the enterprise mix; and (d) to create a new, innovation-driven development paradigm.

Several Measures on Promoting the Innovative Development of Rising-scale and Steady-scale SMEs in Advanced Manufacturing and Software and Information Service Industry (2023-2025)

This document is formulated to (a) to implement the “Beijing Municipal Plan for the Development of Cutting-edge and Sophisticated Industries in the 14th Five-year Plan Period” and the “Implementation Rules on the Multi-tiered Cultivation and Management of Quality SMEs in Beijing; (b) to reinforce the important supporting role played by cutting-edge and sophisticated enterprises engaged in manufacturing and software and information service industry in Beijing’s efforts to build an international sci-tech innovation center and a modern industry system; (c) to strengthen the cultivation of enterprises of various levels and refine the enterprise mix; and (d) to create a new, innovation-driven development paradigm.

The term “rising-scale enterprise” in this document refers to advanced manufacturing and software and information service enterprise that has reached or exceeded the designated scale for the first time in the previous or current year. The term “steady-scale enterprise” refers to advanced manufacturing and software and information service enterprise that has reached or exceeded the output value (or operating revenue) of 100 million yuan for the first time in the previous year. For the cultivation of rising-scale enterprises, the focus is on raising their innovation capacity and high-quality development level; for the cultivation of steady-scale enterprises, the focus is on keeping up the intensity of innovation and fostering backbone cutting-edge and sophisticated enterprises.

I. Strengthening guidance for enterprises 

Beijing Municipal Bureau of Economy and Information Technology (the Bureau) has created a municipal pool of rising-scale and steady-scale SMEs engaged in advanced manufacturing and software and information service industry. Promising enterprises would be incorporated in the pool through interdepartmental data sharing, recommendation by local authorities, and self-recommendation by enterprises themselves. The Bureau would work with all districts to track and serve the promising enterprises and strengthen the guidance for them to increase or stabilize the scale.

　II. Supporting enterprises in scale-up and high-quality development 

For advanced manufacturers whose scope of business suits the capital city’s functional positioning, the Bureau will support and guide them to grow above the designated scale as soon as possible, raise their level of green, intelligent and digital production, and help them achieve high-quality development. Qualified enterprises will be granted financial reward through the Beijing municipal fund for the development of cutting-edge and sophisticated industries. The reward for those that were included in the statistics of enterprises above the designated scale for the first time the previous year shall not exceed 300,000 yuan at a time. The reward for those that are included in the statistics of enterprises above the designated scale for the first time the current year shall not exceed 500,000 yuan at a time. Districts with the right conditions are encouraged to provide the necessary support.

　III. Cultivating and strengthening backbone, cutting-edge and sophisticated steady-scale enterprises 

Enterprises above the designated scale engaged in advanced manufacturing and software and information service industry that suit the capital city’s functional positioning are encouraged to grow both in size and strength at an acceleration. They can grow to be professional, specialized, characteristic and novel champions in a specific area by first playing a supporting role for leading enterprises, and evolve at a quicker pace into a vital force underpinning the capital city’s industrial development. Qualified steady-scale enterprises will be granted financial reward through the Beijing municipal fund for the development of cutting-edge and sophisticated industries. The reward for those advanced manufacturers that generated 100 million yuan or more output value for the first time the previous year and were included in the statistics shall not exceed 500,000 yuan at a time. The reward for those software and information service enterprises (code 64, 65 under Industrial Classification for National Economic Activities) that were included in the statistics of enterprises above the designated scale for the first time the previous year and generated 100 million yuan or more operating revenue shall not exceed 500,000 yuan at a time. Districts with the right conditions are encouraged to provide the necessary support.

IV. Encouraging enterprises to maintain the intensity of innovation 

Qualified rising-scale and steady-scale enterprises are supported to carry out innovative R&D in key and core technologies, cutting-edge technologies, and subversive technologies, develop their own IP and transform and industrialize it in Beijing, and form upstream-downstream synergy with leading enterprises. In addition to the aforementioned financial reward, those that are certified as “professional, specialized, characteristic and novel” enterprises will be granted an additional reward of 200,000 yuan. This, however, does not apply to state-level “Little Giant” enterprises that receive financial support from the central finance. Software and information service enterprises that have passed the DCMM (Data Management Capability Maturity Assessment Model, GB/T36073-2018) certification or met the standards for classified security protection of industrial Internet and acquired a certain degree of security capability will be granted additional reward as appropriate. Those with exceptional innovation capability will be granted yet another additional reward as appropriate. Districts with the right conditions are encouraged to provide the necessary support.

V. Ensuring comprehensive and coordinated services 

The Bureau will better coordinate with relevant municipal departments and district authorities and make comprehensive use of policy tools concerning fiscal taxation, finance, industry, talent, land use, energy use, and so on. We will also release more targeted and effective policies on enterprise cultivation and make greater efforts to establish a tiered cultivation system for quality SMEs in advanced manufacturing and software and information service industry. Measures will be adopted to exert the market’s role, explore models of government-bank-enterprise cooperation, and attract private capital to participate in the innovative development of rising-scale and steady-scale SMEs in advanced manufacturing and software and information service industry. Commercial banks and policy banks are urged to develop more low-cost, low-threshold financial products, and various government funds and private capital are encouraged to support rising-scale enterprises in reaching the designated scale and steady-scale ones in expanding, so as to form a multi-tiered layout for enterprise development at an early date.
